here are pictures of a quarter I found and very curious to know whatsthe mark on his forehead about. also the "a" in state is just like his forehead.

I agree, I lightened the picture so that I could see the detail you are talking about. It is some form of post mint damage.

Probably bag marks with the reeding of the edge from another coin making contact with your coin.
