I have some Aus and UK coins that resemble the second photo. That could be a lamination defect that fell out after striking. (good point about the lamination re Zincolns)
The weakness of USA was caused by either a clogged die or weak strike, I would lean towards weak strike since it is opposite of the high point of the bust. CENT was more than likely struck through something, possibly metal scrap, and I do not think that a Zincoln can develop a lamination(or at least I have never seen one). Something that deep would expose the zinc core but it would not be exposed if it was indented like a strike through. Unfortunately, you second pic looks like the coin was scrubbed
I think Mike Diamond referred to that as a strike through (Rim Bur). I've seen that before and remembered that is what he called it on a Nickel. Maybe he will chime in on your coin.
