It looks like Full Steps ,but a lot of reverse chatter and scratches . I would not send it in . MS-63 .

I have to ask, no disrespect intended, but if this was a spotless MS65, my book only shows it worth $20, am I missing something?

If your into collecting nickles, a coin holder, coin book, but if I'm right, I would not spend $30-35 to put a $20 coin in a slab, but that's just me. As an MS63, I show it worth $.50 cents. I could be wrong, someone will be along soon.

The frost on Monticello is hinting proof to me. Proof would also explain the full steps on what is a tough date to find them on business strikes.
