Sorry I dont know the year of this penny. I put it in my penny pile of 100 or more and havent found it yet.
I tried Googling and looked threw the forum to figure out what the spec or bump and the line was without any success.

Looks like a plating issue. The line is probably a linear plating bubble. Not worth the time to try and find it. IMO

I agree.
It looks like the start of a linear plating bubble.
Not considered an error so you won't find it anywhere.
The spec is either a very small die chip or something stuck
on the coin, I can't tell from the picture.

So I know for next time, is plate issue different from zinc rot or not?

@trl567, one quick and easy way to spot linear plating bubbles is to try to depress them with a wooden toothpick. It won't work 100% of the time, but if doing this does depress it, then you know it is a plating bubble for sure.
