The reverse is glossy smooth. the obverse is slightly concaved. very odd penny

Chances are decent that the coin--warts included--was buffed up a bit using a cloth. I've run across similar gems over the years.

Depending on how broad the coin offender was? Just a damaged coin. Not a mint error. Most times bad things happen to coins out in circulation.
