Not seeing a RPM, sorry. You also need to put a filter on your light source, too much glare.

Looks more like flat field doubling. On a proof coin if there is Machine Doubling on the first strike, the second strike flattens the Machine Doubling from the first strike. Sometimes times it is more obvious:

I feel that is what we are seeing on that area.
