I assume that you meant 49 mm, not 49 grams.

According to the characters, this would be a 1000 cash coin from the emperor Te Tsung (1875-1908), from the Board of Revenue mint, Peking.

Unfortunately, I cannot find this piece in my Krause. This means that it is either a fantasy piece or that Krause is incomplete.

This piece is probably a tourist souvenir or gift shop item.
Appears to be a composite of a 1000 cash coin from Emperor Wen Zong, 1851-1861 (H#22.715) on the reverse but has Emperor De Zong, 1875-1908 on the obverse.
I have a similar brass or bronze piece of the same diameter that I regard as a paper weight or novelty piece.
