The weight should be lightly over, as I feel this is a struck through debris issue. Note how it is covering the rim area? Not sure how big it is from the images. But lamination errors tend to flow in a straight line, as they are cold rolled into the stock metal. I see if flowing towards the 'Y' on Liberty.
