It looks like DDD=die deterioration doubling also known as a worn out die.

I agree with Numisma, appears to have some notches on the bottom of the lettering at 9 o'clock. Likely a doubled die!

Appears more like Machine Doubling, the doubling looks flat from this picture.

I've sent Japanese coins that look exactly like this into NGC and I didn't get a DDO attribution; i.e. its Machine Doubling :(
