The cladding was moved by the scratch. When this happens on a clad coin, you can see where the scratch is with a flat groove and the plating rises on each side of the incuse mark on the coin:

On a die crack there will be a raised line that flows over the fields and over the tops of the devices:

Note the rise of the crack? (even a chip also on this example)

I'm thinking scratch, certainly not a lamination since the coin is clad.
