Here is my 2 cents... All proofs in 1999 were supposed to be "Wide AM's". It would appear that these were proofs that the reverse die was mixed up with the ciculation die. There is an error in the business circulation cents of that year that are " Wide AM" which were supposed to be only for the proofs. Not sure of the value of them.
AGCoinHunter - Your statement is somewhat true, but falls off at "the reverse die was mixed up with the circulation die." The process of preparing proof and business strike dies are different, so hanging a business strike die on the press to strike proofs would be rather impossible for a number of reasons.
What happened in these cases is that a Close AM master die was used to prepare a proof hub, which was used to produce a short run of proof dies. The problem goes much farther up the chain of production than simply hanging a business strike die to mint proof coins.
