definitely a strike through, but I'm sot sure what, maybe a wood chip?

Not PMD, either a struck-through or a lamination.

I have a coin with similar features and got a split decision from everyone, so I'm still not sure.

But, I would lean toward struck-through. But, struck through what?

Yep, Lamination. You can see devices under the "peel".
If it was a struck through error, you would not see letters.
