interesting thread, bibd, tks. Based on your analysis I've concluded my MS63RD example is probably worth more than the $8.00 listed in Trends. I paid $16.00 (including S&H) in 2009 for mine, which may be excessive but I'm glad to own it now!

There are no official definitions. But, I'm of the opinion "rare" is way overused. Idiots slap "rare" on an ebay listing all the time.

For both terms, there is the issue of actual scarcity versus merely not seen often. And also whether demand affects a designation.

I would say under 100 known is rare and under 1000 known is scarce. And you can add "very" and "extremely" to both designations. So, without more evidence, "semi-scarce" is probably a good description for the 2007 non-mag.
