Star notes are replacements for notes that are damaged during the manufacturing process.

Nice find!
Coinstar- a star note is one that has been printed as a replacement for error notes caught inside the BEP. They are a lot less common than regular bills because they're printed in smaller quantities.

Looks like it's from a large run of 3.2 million notes (from http://www.uspapermoney.info), but it's a nice find nonetheless!

I agree the star notes are used to replaced damaged notes .. but also

The way I read it .. star notes are used for every 100,000,000 so you will not see a note with the serial number
00000000. Sometimes a run will go through the 99999999 number so they will replace the 00000000 mnumber with a star note.
