I've had this dime for quite some time

there is some kind of clash or lines down the obverse

i dont know what the lines are and now I saw this auction pick today and it has line down the obverse running under STATES

Hard to see what you are talking about in the field by STATES. A new photo taken at an angle in that area might help.

The only thing I can think about your coin (and the one you linked) is that the strikes are so horribad that planchet striations are surviving the strike. I saw a couple of similar at Heritage, MS-slabbed coins with terrible strikes and planchet striations even into the letters and devices.

believe it or not I have seen planchet striations and a very soft strike on an NGC MS 65 1884O Morgan.

It appears to be what is often termed roller marks. These are also common for certain die marriages of RE half dollars.
