Thanks everyone, I felt this was a MS64, NGC felt otherwise and gave it a details grade. I got a great deal on it because the grade. So should I crack it and submit it to ANACS or PCGS?

That's the first time I've seen a TPG refer to tone as stain. Like you said though, lucky for you on the price.

Good example of why a nice toned coin should not be dipped. You can go from a coin that would grade MS-65(*) to UNC details

Dipped? I don't think so. I may not be the best at grading but I know a dipped coin when I see it.
