Most likely came from one of those silver plated quarter sets that were sold on tv.

I'd keep it.

Very unlikely it is a 90% silver coin ... very likely some sort of plating that gives that appearance.

Fun as a novelty ... no true numismatic value.

That's not numismatic value, that's bullion value.

Face value 25 cent, bullion value fraction of a cent, numismatic value 0 (damaged very low value coin. damage wipes out what very little numismatic value it had.)
