Good day all , I was wondering what happens when the RCM releases a coin say with a mintage of 10000 and after a year they only sell 7000 and the other 3000 are archived . When the mint does the year end report do they list the separate coins /mintage/archived or are the unsold coins sent to a dealer at a discount ?

Historically they're pulled from sale after a year. The annual report gives the mintage sold which becomes the actual mintage you see in the catalogues. They've been changing a lot of stuff lately. Don't know if this will/has change(d) as well.
Rest in Peace

My belief NOW, is that anything left over is sold off on the Shopping channel coin show or dealers. I have no proof, but I don't see them 'melting' them down either. Especially with the prices they are charging at list price. There is a lot of room to discount to dealers.

I also believe, in the past, unsold merchandise was re-consumed (melted)and made into the next issue.
