Thanks for your time, any help with this little note would be great,
it has been around since I was a kid 50 years ago. I came across it a few days ago in a batch of stamps my dad gave me long ago. I am thinking it is a reproduction of some sort but I can find anything like it. Measure 1 1/4" x 3", thin paper on some kind of backer, any thoughts would be great regards Joe.

What concerns me is there are no signatures; It should be signed Chittenden/Spinner. I'm also not seeing a serial number or a red seal that should be printed underneath "STATES". This leads me to believe it is some sort of reproduction.

It looks like it probably came from a counterfeit detector.

If that size is correct, it is a reproduction of some kind.
