I've seen pennies like this before... Not quite sure why they are like this, possibly a "lucky" penny?

I think I see the zinc showing through the central area of the affected area. So this is probably done after the strike. The collar should have left that area un-disturbed. Also the reverse is missing that rim area. So I feel it was done after the strike.
