I was just about to say glue too. if it isn't glue it is some kind of grease or something. try to pick at it with a tooth pick it will probably come off easy

well it looks like something sticky. I agree with gary....get yourself a good ol toothpick to test it.

I have used a toothpick, acetone, denatured alcohol, no go, its still the same, I was thinking maybe someone like welder, may have dropped some hot metal on it.
