I think it's just the novelty of the thinng. These coins were never meant for circulation and putting 25 of them in a "mint bag" is just a gimmick. Collector's item. If you're into small dollars, you need at least one of these.

The 1999 SBA's were made for circulation. In 1999 the drawdown rate for the SBA's reached the point where the Treasury was going to run out before the end of the year. Under the law the Sac dollar could not be issued until 2000. So they had to strike 1999 SBA's to fill the gap. They only needed about 3 or 4 months worth of drawdown or about 20 million coins, but they struck about 30 million to be on the safe side.
