Found this BRH. At first I thought it was a messed up 4 but it is definitely a 82. There is also a large bump on Lincoln's jacket

Is this a zinc 1982 Lincoln Cent?

If so, it looks like a classic case of zinc rot to me.

Looks like split plating in those two areas that allow air to the zinc underneath.

Probably the easiest way to tell it is a zincoln is the lower profile on the bust. The linear plating bubble below LIBERTY.

Throw them back. They are undesirable to a collector. A collector want the best grade, best die state with a problem. The question I often ask myself is this: "would I buy this coin?" If not, I toss it back into circulation.
