I don't see any major problems on your quarter, so like many proofs it will deserve a high grade. If that line at the top of R in Liberty is a scratch it will affect the grade. There is some haze in the fields and some tiny white spots ("milk spots") on the obverse. Those are undesirable and will possibly lower the grade a bit. Your coin has some nice Cameo frost. A grading service may or may not decide it deserves a Cameo designation. I'm pretty confident it will not make Deep Cameo.
I'd guess it would grade (worst case) PR-65. Best case might be PR-67 cameo. Based on your photos I would not invest the fee to have it slabbed.
These proofs do not cost much, unless they are slabbed by PCGS or NGC as PR68 DCAM or better. I bought an ICG-slabbed example on ebay recently that was graded PR-69 (no cameo). My total cost was only $5.95.
Great Proof PR66+ and it may get cameo its gem coin get it graded there are not many 1964 Washington quarter proof like yours get someone who a member of NCG and see what pop report is.
