It means that is is a high AU that if on a good day could SLIDE in at an UNC at a TPG. Yours would be that

Tough call With the TPG's doing a market grinding ..sometimes coins like this will make it too a MS holder. But best bet is that it is a AU 55 to AU 58. From the toning going from the date to the stars on right, I get the impression it might have been a end coin from a paper roll.

Nice luster, but probably AU58. Wouldn't surprise me if were UNC, but can't tell that from the photos.
