I was just reading a few of the past editions of the John Reich Journal on the Newman Portal, and happened on an article you'll undoubtedly find interesting. It's in the December 1987 edition with the title of "Mint Counterstamped Large Size Bust Quarters of 1815 & 1825". The author (Mark Hotz) provides a few theories of what that stamp may be.
