Pix too blurry and not close enough, need to crop all the background out. That said, I will venture a partial grease filled device, polishing residue gets packed in hard, remember the die devices are incused, mirror image.

Can't tell from the image provided what your exactly seeing. Variety Vista List two mint mark styles for that year. Yours looks like a MMS-009 (Doubled Mintmark Punch)

I will take better pics of this coin in the morning yet I just looked at inverted (S ) varieties and that's exactly what I'm looking at and why it looked so weird to me.

Here is a closer pic of it and it surely looks inverted..what you all think? I looked at actual mint mark photos for the S mint mark and none come up like this one..
