I'm not sure this is an error or not and havent heard of this happening on a coin but it's the first time I've seen it. This extra rim goes around the whole coin evenly and is on both sides.
I guess calling it an extra rim is probably not the right way to describe it. It's like the raised rim of the coin has a slightly smaller diameter than the edge of the whole coin, creating a sort of shelf that sits below the outside edge of the raised rim.
The planchet, prestrike has an upset edge, a "pre-rim" so to speak. when struck between the two dies metal is forced into the devices and because of the "rim offset" on the dies outer edge will form the rim in contact with the pretension from the collar. If there is not enough pressure on the strike, details are incompletely formed, shallow letters and the incomplete formation of the rim.
