This one has great features, but it looks scuffed up a bit. Does that make it automatically worse less than an MS with a poor strike?

I recognize the photography on the first one. It's from a seller that has many cleaned coins for sale.

The 2nd one has an overall nice eye appeal . If the obverse rim hits don't bother you then you made the right choice .
