Hi, I know that over inking on the serial numbers is not a collector bill, but is it also considered over Inking if just 1 number in the serial number is filled in? I have a $20 dollar bill and in the serial number the number 8 is filled in only the top part of the 8 is solid.

I found lots on over inking and maybe this is just considered the same as over inking. I have never seen nothing like this.
