1989 P Roosevelt Extra Hair..? Anyone Ever Seen This Error?

Hi,
I found this today and easily spotted why I set it aside!

In addition to the extra hair on the field behind Roosevelt's head, there are other raised metal deposits too.
One, under the nose, a few under the eye and one on the earlobe.
Quite a few questionable doubling (MD) throughout the obverse as well.

I guess the main question I have is, "is this a noted certified "Type"
Of error On "ANY" coin? (The extra hair?)

It might be a Die Clash as CoinCents said, but we'll need close up pictures of that area in question.
