It's Post Strike Damage ( PSD), meaning that this happened after it left the U.S. Mint. It's only worth face value. Errers and Varietys. Report this Post to the Staff

Second your quarter is damaged, perhaps as a result of being immersed in a corrosive liquid like soda with another quarter partially stacked on top. Regardless of the exact reason, you can safely spend this coin.
