Metal detectorists find similar coins all the time. I've even found a dime like this in England! I usually rub them in sand between my fingers to get them into 'spendable' condition, or use them in slot machines.
Definitely environmental. You can see parts of the lighter metal where the staining has been removed around the rim.
A cent planchet cannot fit into a dime collar die. Even if it rested on top, there would be significant damage and distortion to the planchet if it was struck by the hammer die.

If this were a cent planchet, it would not fit into a dime collar. There would be no reeds on the edge and would not be that small and weight the same as a dime. Not an off metal coin. If it were an off metal coin, the rim would be farther from the edge of the coin: This one is probably a mint assisted error. Your coin is a metal detector find.
