There is zero chance that coin would grade a 64 or 65, so if that possibility is part of the equation of how much you're willing to pay for a coin, you'll often end up overpaying. I think MS-63 is a much more realistic "down the middle" grade for raw, uncirculated Morgans, but even that is a stretch with this coin.

I would be most concerned about those reverse scratches as well.

At least 60% chance it will details (maybe the owner cracked it out of a details slab?). If not, then 62-63 at best. No chance at 64 imo, NS, I'd review those scratches by the eagle and the one on the obverse.

If that's graffiti, it would kill the value.

Yes, the reverse field scratches are significant even if they're not graffitti.

If it straight-graded, and that's a big if, then MS63 is as high as I could see it grading.

Ok, as most of the concern is with the back, here is a HD uncut down pick of the areas in question.

I will say this, it's a shame because with the naked eye you cant see it.

I think it's going back :)

That limited view gives an impression of a coin that is not Mint State.

It would be interesting to do some sleuthing and find out if this one came out of a Details slab.

I think you are probably right, I checked out more of the guy's coins, and I think he does a lot of volume, and doesn't mind offering the free returns.

I may not be good at this yet, but I am good at cash flow. He just runs the numbers, and eventually someone keeps it.

I noticed similar flaws in alot his coins.

What I'm interested in learning, is if the scratches are "intentional" as some have said, it's not a common subject that I have read about, and am interested in less traveled roads in the grading community.

Thanks again for the input all.

Very unlikely those scratches are intentional. Many otherwise pristine coins out of bags have portions that look like they survived a knife fight. It doesn't hurt the grade that much, since bag marks are the norm for uncirculated Morgans. Thanks to some outstanding luster, I'd put this one at MS-63. Too baggy for a 64.
