I have a 1985 quarter that is missing the DOL in Dollar. Does this make it an error coin?

We call them "greasers"..that part of the die was filled with grease, no real added value unless it affects more of the devices...cheap to keep until a better one comes along...good luck, have fun

Looking at it, It looks to be level. You can almost see the beginnings of the top part of a D and L, which gives it a little bump. Also the top parts of United States of America seem to be lower/fainter in places then the rest of the letters.
