It looks like damage, not an error.

PSD. Happened after it left the mint. An incuse mark on one side of the coin will make a bulge on the opposite side of the coin. Where to look? Overlays would help to see where the in mark and the out mark would correspond:

I checked and it's in the center of both sides where it is bulging out

If you take a standard screwdriver and a hammer, you can hit a coin hard on one side of the coin and it will bulge out on the other side of the coin. Just caveman tactics. PSD (Post-Strike-Damage) Not a mint error. Anymore than this being a factory error on a truck:

This coins screams PSD. Probably got attacked by pliers or wire cutters. Just remember, if a coin has been damaged outside of the U.S Mint, then it's not an error.
