That one is odd. It couldn't have happened at the mint, but I'm not sure exactly what it is.

See that little "notch" in the bottom of it. Whatever it is got knocked off in this area.
If acetone didn't work try another solvent like water. That is definitely modern and it is something stuck to the face of the coin after it left the mint. BTW- It doesn't have circulation marks like the rest of the coin and it appears opaque.

Definitely something on the coin like Cliff and Greasy said. Looks pretty gross what ever it is. I wouldn't bother to remove it.

If it is added to the coin, the coin will be over weight. (over 3.11) If so it was added to the coin.
