No error, copper plating is missing causing zinc exposer and zinc rot.

It may be somethong stuck on the coin, but is most likely zinc rot. This can cause bubbling of the copper plating. Even a tiny pinhole will allow corrosion to begin.

IMHO, I believe someone gave it an electrical shock, probably to cause it to tone artificially. Which caused two welding type marks.

Or something was on the planchet, before it was plated and fell off later?
When this happens and is submitted, the grade will drop.
