1970-S, Small Date High 7? And A Repunched Mint Mark / RPM ?

My first guess was Small Date, but the book examples aren't very clear on could this be the high 7? I've included a picture of the book examples for your review. The other question on this coin, was could this MM be re-punched? Look how high the MM goes up into the date compared to the examples, and the either double or triple in the middle of the MM.
