That is a lamination issue. Some of the lam has come loose and settled elsewhere, no Cuds.

1974 was bonze. I see at West an foliation which peal and was struck. North IMO it is a bronze material present on the Die before the struck and was press glue on the coin or maybe an die broke part missing. If space under the add part between W and E mean extra material add, if not mean the die default.
