If it isn't in the original mint set holder, it isn't a mint set, just five 1954 (hopefully) Unc coins from San Francisco. Because there is no way to prove they came from a mint set. (Of course even in the mint set holder it isn't proof because some people would switch out nicely toned or better quality pieces. If the paper on the back of the double sets is distorted from having pushed the coins out I don't consider the set original.)
