Looks like it went through a weaker acid bath. No premium for a damaged coin. (slight Struck Through Grease issue on the motto devices) Just a spender.

Yes seems like a some sort of combination of wear, grease in the die when struck, tired die, and perhaps exposure to a corrosive liquid, but in any case not an error.

If you're asking specifically about the weakness in the letters of IGWT, that's likely due to die wear/deterioration.
