Just a damaged coin. Damage to a coin turns it into a face value coin when damaged. (regardless of what you may call it)

That arc you see over 'United States' is from the rim of another coin that was pressed into this one by using a vise. The letters you see on the rim are reversed (backwards) and were caused by the same method.
