Well that could be @otto, but with this amount of circulation wear it instead could just be a little smearing of metal off of the number 2. I see evidence of this coin having been struck from a tired die, so a small die chip on the date wouldn't be a huge surprise.

They look like die chips to me also but, Spence makes a good point.

Looks like an earlier die state of this die variety. Note the chip at the 7th feather also.
