Does anyone know of a good scale for weighing the penny varieties that won't break the bank or be super difficult to tell which is which? I also need to weigh an Indian Head penny for the same reasons, thanks

Any scale that measures to 0.01 g should be fine. Readily available online for ~ $15.

I purchased a digital food scale that weighs oz/g 0.00, think it was around $12-$15. Check the big national retailers if you have them in your area for the best prices.

Amazon has multiple digital jewelry scales with accuracy to 0.01 grams selling for less than $10. There is no need to measure a coin's weight to 0.001 gram accuracy.
