I'm definitely not an expert here, but the scratches look pretty normal for 17th Century coin I think. It is this coin being ex-mount which I find to be more unfortunate.

It is a nice overstrike on an older coin, one can see traces of the host coin's inscription, in particular on the reverse. Unfortunately also traces of mounting, difficult to grade, maybe VF/XF except for the mounting traces. Minted in Riom (O in center), slightly uncommon.
