Also, extra bonus points because it's a non-CC GSA black box holder. Those are quite scarce. Assigning PL designations without some point of reference to determine depth is really just a guess. i'd have called it MS65+ Report this Post to the Staff

I think this is another example of market grading because the coin is, as has been stated, a rarer GSA offering. It is a nice coin, just over graded.
