Help Confirming Id: Persia Mashhad Local Issue?

Hello and Happy New Year!
Could I have some help confirming the ID of this coin? When I bought it (long ago), it was labeled as a local issue from Mashhad in Iran. I can see a date, AH127X, possibly 1271. I can't decipher the script on the reverse.

Apparently there are a great number of varieties of these local issues. I'm wondering if this particular coin is documented anywhere, how rare it might be. I can't find any similar design, with the bird looking over its shoulder. I've searched Zeno, Numista, KM, and Google image search.

The number after the 7 looks like a 4 to me.

Can anyone read whether it's actually from Mashhad? I'm having trouble deciphering the letters on the reverse. I think the big letter is a final N, to the right of it there may be a medial M, below it I really can't figure those out.

I've figured out this is probably from Qazwin mint, from trying to read the reverse.
