New Discovery 2013B $1 Bill Star Note Serial Number Anomaly?

Both $1 bills were printed in Texas, and both begin with "B1285" or "B1285". Also, both notes have the same plate numbers on the back. It said "117" & "117". What is wrong with these notes?
