The layout is that of an ancient Roman denarius, but the design is way too crude to be a genuine ancient Roman coin - the portrait style is wrong, and the lettering is mostly gibberish rather than abbreviated Latin - so it's a fake of some kind. The question then becomes, is it an ancient fake, or a modern one? I'm leaning more towards "modern" - the design seems to me to be as if someone was copying it from a drawing or picture of a coin, rather than an actual coin.
So, what then is it a fake of? The obverse appears to be emperor Septimus Severus. The reverse type, of the emperor on horseback with a spear, is known from this emperor. Genuine example on MA-Shops.
